Prof. KONG Phallack, Esq.

He is a long-standing legal professional with over two decades of experience in teaching, law and policy development, legal practice, arbitration, and mediation. 

Currently serving as the Secretary of State of the Ministry of Post and Telecommunications, Prof. Phallack leads the Legal Team responsible for developing legislation in the digital and postal sectors. His current legislation projects are Draft Law on Cybersecurity, Draft Law on Personal Data Protection, Draft Law on Digital Goverenment and Draft Law on ICT in Cambodia. 

He holds a Master of Laws (LL.M.) from Nagoya University in Japan, a Bachelor of Laws (LL.B.) from Royal University of Law and Economics, and a Doctor of Dental Surgery (DDS) from Royal University of Health Sciences. 

Prof. Phallack had served as a dean the Faculty of Law and Public Affairs of Paññāsāstra University of Cambodia until 2020. His academic career includes adjunct and visiting professor roles at several domestical and foreign universities. He also serves as an adjunct Faculty member at the Royal Academy for Justice of Cambodia (RAJC), the National University of Management (NUM) and the American University of Phnom Penh (AUPP).

His publication includes Regulating Personal Data Protection and Cybersecurity Law (2023), Law in the Digital Age: Protection of Consumer Rights (2021), Contemporary Cambodian Employment and Labor Law (2021), Contemporary Environmental Law in Cambodia and Future Perspectives (2020), Perspectives on Cambodian Constitutional Law (2020), Cambodian Constitutional Law (2016), and Introduction to Cambodian Law (2012).

His going-on research interests are data governance, open data, Artificial Intelligence, telecommunication submarine cable, satellite communication, and application of international law in cyberspace.
